In this case, you have to make two different calls, and combine the results: 

https://teststore.myshopify.com/admin/orders.xml?updated_at_min=2014-07-17%2005:00:57-04:00&fulfillment_status=shipped

https://teststore.myshopify.com/admin/orders.xml?updated_at_min=2014-07-17%2005:00:57-04:00&fulfillment_status=partial

The combination of these two calls should give you the orders that you were looking for.
